Good food does not have to be purchased, or eaten at a restaurant.
All that is required to make a gourmet meal at home is:

1:The right set of tools. Accuracy is important and good sets of knives,
cutting boards, measuring spoons, scales, etc., make your life much easier in the kitchen.
Space and time are also important tools. Make sure you have enough of both before you begin.

2:Good ingredients. This does not mean expensive ingredients, but rather quality ones.
Fresh vegetables should be used when in season, but frozen veggies from a
reputable company can be substituted. Fresh herbs are good, but dried are some times better.
Be sure to use your dried and ground herbs and spices within 6 months to a year,
as they do lose potency over time.

3:Know-how, a recipe, or both. Recipes are great places to start,
but feel free to tailor them to your tastes.
Experiment, and use what you enjoy the most.
